Description

SUMMARY

Under the general supervision of the Director, Human Resources, the Human Resources Specialist supports the day-to-day functions of the department and the execution of Human Resources (HR) activities that supports and builds a highly engaged staff that is challenged and aligned with CSBA’s strategic initiatives and goals. This position provides support to the organization through human resources administrative functions by coordinating and managing timely and effective recruitment and retention, professional development and training, employee engagement and alignment programs. Position has a certain degree of creativity, independent judgement, and latitude. 

This position will have a hybrid schedule working 2 days/week onsite at our office and 3 days/week remotely.

ESSENTIAL DUTIES & RESPONSIBILITIES

  • Interacts with all organizational levels to ensure HR functions in assigned area are effectively executed and the capacity and capabilities of the organization are utilized and developed to support the strategic objectives and growth of CSBA
  • Manages the workforce planning and full-cycle recruitment process, including but not limited to job descriptions, postings and marketing, screening, interviewing and testing design, panel selection and coordination, and assisting with candidate testing and selection, offer process, on-boarding of new employees, succession and exit planning
  • Conducts direct and indirect candidate outreach and implements unique outreach strategies
  • Leads recruitment requisition process, identifies timelines and guides hiring team
  • Demonstrates commitment to diversity and inclusion in recruitment processes, practices, and policy
  • Assists the Director, Human Resources with overseeing overall talent management duties and tasks as it relates to day-to-day operations and direction of the department
  • Assists the Director, Human Resources with coordinating and maintaining professional development and training programs by identifying knowledge, skills, abilities, and experience needed to support department and organizational needs and supports the strategic growth of the Association
  • Manages and coordinates the HRIS learning management system and applicant tracking
  • Assists the Director, Human Resources with coordinating the performance management program and annual review process
  • Coordinates the employee recognition and rewards program
  • Manages and promotes staff engagement through events including, but not limited to, team building, achievement celebrations, All Staff meetings, and other staff activities
  • Assists Director, Human Resources with total remuneration studies
  • Drafts and executes employee surveys
  • Acts as project lead for assigned area
  • Drafts communications for assigned area
  • Develops, manages, and maintains HRIS
  • Assists Director, Human Resources with development and management of the HR annual budget for assigned area
  • Responds to management and employee questions relating to HR, including compensation, benefits, employee relations, staff training, and professional development and workplace policies
  • Partners, aligns, and works effectively as a team member with other members of the HR department
  • Seeks continual improvement opportunities for HR processes and procedures
  • Read and demonstrate an understanding and adherence to CSBA values, policies, and practices

SUPERVISORY RESPONSIBILITIES

  • This position has no supervisory responsibilities.


Requirements

Knowledge of:

  • Non-profit organizations, boards, and commissions; the mission and values of the CSBA.
  • HR laws and regulations and HR practices and terms
  • Operation of the Association and of outside agencies as necessary to assume assigned responsibilities
  • Principles and practices of business letter writing, report formatting and preparation, data collection, information management, record keeping principles and procedures, and business mathematics and statistical techniques
  • Applicable Federal, State, and local laws
  • Knowledge of project and/or program management, analytical processes, and report preparation techniques
  • Knowledge of principles and practices of contract administration and evaluation; budget development and administration; and sound financial management policies and procedures
  • Techniques for providing a high level of customer service by effectively dealing with the public, vendors, contractors, and CSBA staff
  • Modern office administrative and secretarial practices and procedures, including the use of standard office equipment
  • Current recruitment and retention strategies
  • Human resources information systems

Ability to:

  • Perform responsible application of specialized program-related knowledge to support HR with accuracy, speed, and general supervision; interpret, apply, and explain administrative and departmental policies and procedures; provide customer service for program-related inquiries and related requests
  • Demonstrate Strong written and oral communication skills, including grammar, proof reading and editing
  • Compose correspondence and reports independently or from brief instructions; make accurate mathematical, financial, and statistical computations; enter and retrieve data from a computer with sufficient speed and accuracy to perform assigned work
  • Apply knowledge and demonstrate common sense and good judgment, participate in and/or coordinate various projects involving participation of other departments; organize and prioritize a variety of projects and multiple tasks in an effective and timely manner; organize own work, set priorities, and meet critical time deadlines
  • Use English effectively to communicate in person, over the telephone, and in writing

SUPERVISORY RESPONSIBILITIES

  • This position has no supervisory responsibilities.

 

EDUCATION & EXPERIENCE

  • Any combination of training and experience equivalent to a Bachelor’s degree or higher with major coursework in human resources, business administration, management, finance, accounting, or related field with three (3) years of progressive, responsible administrative experience, preferably in human resources, education, or other non-profit settings. Two (2) years of experience performing recruitment and workforce planning. PHR, SPHR, or SHRM-CP preferred.

ENVIRONMENTAL ELEMENTS & PHYSICAL DEMANDS

  • Employee works in a primarily sedentary office environment with moderate noise levels, controlled temperature conditions, and no direct exposure to hazardous physical substances
  • Employee is personally responsible for following health and safety guidelines, instructions, and policies
  • Occasional overnight travel to staff off-site functions
  • Work occasional overtime, evenings, nights, weekends, and holidays for server updates and activities that are required to be done after-hours
  • Must possess mobility to work in a standard office setting and use standard office equipment, including a computer; vision to read printed materials and computer screen, and hearing and speech to communicate in person, and over the telephone; must be able to bend, stoop, kneel, reach, push and pull drawers open and closed in the execution of duties
  • Must be able to sit at computer for long periods of time and have the dexterity to access, enter, and retrieve data using a computer keyboard or calculator, and operate standard office equipment
  • Employee must possess the ability to lift, carry, push, and pull materials and objects weighing up to 25 pounds, hand truck available to assist

 

LICENSES & CERTIFICATIONS

  • Possession of, or ability to, obtain a valid California Driver’s license by time of appointment.
